The best option is to use Zennoposter, Ultimate Demon or UBOT and target the directories of your choice. Of course those options are going to require some effort on your part but its worth it.
That said, if you are bent on paying a monthly fee or having a pay as you go scenario, I believe Willie Crawford still owns:

What about article kevo? it's a one off fee and serves me very well indeed with good submission rates and custom lists.

I've looked over various article submitter platforms and Article Kevo seems to be the cheapest one with the greatest number of features. Now if only they had a black hat world discount as good as scrapebox's
