The only way is to contact facebook support team, it cannot be fixed by just sending a complaint in the normal way.
 
Try and appeal the restriction first. If you weren't already using it, consider using VCCs like Revolut or which ever you already have. Best of luck with that.
 
Try adding another card to see if the error is gone. If it still doesn't go away, I think you should buy old accounts. They are less risky and have been active before, so there will be fewer errors. Good luck.
 
Try different agency accounts, or if you buy, try new bin card too, and also don't change cards constantly on the account

add new card and try again, i think it will work, if not, try to find agency units to see if they can solve it

change your payment method, your old payment method has been added to many ad accounts leading to this situation

I am appealing successfully and the account will be active again within 30S. The appeal rate is very high.
 
BM is facing this issue right now, and ads are often restricted. Switching to a shared account might be a safer option.
