If you change the sim card your IP will also change (unless you connect to the same WiFi), so eBay won't recognize you.
The telephone no save the cookies ?

Not if you factory reset it. Also are you using a browser or app to access eBay?

Clear all the data from google browser.
But if the phone is factory reset this should have to be done.

Yes, but you can clear them, use incognito mode, use another browser, or even factory reset the phone as you said.
