Hi,

If I have a telephone for work in my ebay account and that account is suspended.

Can I factory reset the phone, put a new internet sim card and work with a new account or can ebay link them?

If you change the sim card your IP will also change (unless you connect to the same WiFi), so eBay won't recognize you.

Clear all the data from google browser.
But if the phone is factory reset this should have to be done.

Yes, but you can clear them, use incognito mode, use another browser, or even factory reset the phone as you said.
