Telegram Founder and CEO arrested

I think it makes no sense to prosecute Telegram - or any other messenger - for the use that pedophiles and terrorists make of it.
Pedophiles, for example, have always used classified ads in newspapers, with messages written in a code known only to them: yet no judge has ever thought of prosecuting the Sunday Times or the Post. Investigative models must follow other strategies (and there are many), other than censorship (or technicalities that facilitate censorship), otherwise to solve one problem other, perhaps worse, will arise: censorship often goes hand in hand with totalitarian regimes, where rights mean nothing and violence and abuse (including pedophilia) are directly perpetrated by the ruling class.
