How can I see deleted messages in telegram. Is there an app or bot?

It's possible, you can. What you need to do is to install data recovery on your Android or Apple phone. When scanning, scan the telegram files on your SD or Phone Memory to recover it.

Does this cover only messages that you deleted or also what the other person deleted?

waseen only works for messages that you have deleted but not the other way in case someone is looking for that. As far as I found so far there is no way to recover messages another person deleted from your conversation.

yea but only if you have it installed before you delete the message right? You cant recover messages that someone else deleted right?

You will need to have WaSeen before you delete a message to be recovered, otherwise you'll need other ways to recover it. Not sure exactly what other ways there may be at that point but going by experience, it is technically possible to recover the message as long as it has not been overwritten. To anyone who might still need this, hope this points to you the right direction.
