My ad on particular channel was declined because target (my channel) was in English and source (channel where it should be showing) was both in English and Russian. Is there a work around or do I need to make a channel for each supported language?

Most likely, his channel's main language is Russian, so you need to place an advertisement there in Russian.

Create a second advertisement in the other language, rather than using separate channels.

Yeah, posting in English only channel worked well, but my question is - how to deal with channels in other languages? Do I need to create separate channel for each language?

It's checking target and destination channel languages, not the ad language.

You'd better create a new one for each language, it works pretty well for me.

I also recommend to separate languages not to mix the audiences. It's easier to promote and fill the right niche
