create and operate the account via browser and the imei issue should be solved

Get Bluestacks - http://www.bluestacks.com/download.html/
Using Dynamic IP
Get the Bluestacks Tweaker - http://www.earticleblog.com/bluestacks-tweaker-3-12-latest-download/
Open up Bluestacks and install telegram
Create 3-5 accounts using your IP
Change IP
Fire up Bluestacks Tweaker and change the Device ID,GUID,Phone Model and Google Advertising ID
Get back to making accounts.

However, in my experience, real devices always seem to perform better.
You can also look into Xposed Framework

do you have any method on how i can change (imei,device id, google id, etc on a real android?)
 
1-2 so fast bro, try slow like up to 30 minutes ,i doing same on whatsapp
i was send message with people they report it because they thought link was hack or somethings its not worth with working
and i was move to make group 1 and add 10 people every 10 minutes and promote CPA its not worth they are exit and talk bad word they angry they said how you get my number blablablabla
fk off, what are you doing with telegram and what offer and niche ?

the fact is to try to bring awesome content inside the group to keep users engagement at top and for bulk messag you should try something with like a presentation first then a core subject of the link/invite group then a respected way to end the message

Creation automation? Only via VA, otherwise not possible.
