Teams call option has no dial pad

The Teams call option does not have a dial pad. I have subscribed to Microsoft 365 Business Basic Trial, Microsoft Teams Phone Standard Trial, and purchased Teams Phone with domestic and international calling, but my account call option still does not have a dial pad and cannot make international calls. I hope you can leave valuable feedback to help me solve this problem.

  1. Verify licenses: In Microsoft 365 Admin, ensure your user has Microsoft 365 Business Basic, Phone System, and a Calling Plan assigned.
  2. Assign a number: In Teams Admin Center → Voice → Phone numbers, make sure your user has a DID and Phone System + Calling Plan enabled under Voice → Users.
  3. Enable calling: In Teams Admin → Voice → Calling policies, confirm “Make outbound calls” is allowed for your policy.
  4. Refresh Teams: Sign out, clear %appdata%\Microsoft\Teams\Cache\*, restart, and update to the latest client.
After that, the Calls tab will show the dial pad for international dialing.
 
Ensure Enterprise Voice is enabled in Teams Admin Center (Users > Manage Users > Account > Enterprise Voice On)
 
Make sure your user has both the Teams Phone and Phone System add-on licenses, then in the Teams Admin Center:
  1. Acquire and assign a number to the user along with a domestic/international Calling Plan.
  2. Verify their calling policy allows outbound international calls and that a voice route exists for those destinations.
  3. Set up an emergency location (required before any outbound dialing).
  4. Restart the Teams client completely—after that, the Calls tab will show the dial pad and you’ll be able to place international calls.
 
Make sure your user has both the Phone System and Teams Phone licenses, then in the Teams Admin Center acquire/assign a DID to them (under Voice → Phone numbers and Users → Manage voice), confirm their calling policy and voice routing allow international, set up an emergency address, and finally fully quit and reopen Teams to see the dial pad.
