One simple way you can do it, is by creating a funnel. You can't promote gambling offers, but you could probably get away with creating a ebook on gambling or using a PLR and giving that away ... then promote your offers through your email list.

Those are just pages, we talking about starting a ad, they don't allow gambling on their advertising platform off the bat, unless you get permission. https://www.facebook.com/policies/ads/# , just scroll down, this may help you out
