Targeting phone numbers with GDN

Hi,
I have 100,000 phone numbers that I would like to target on google Banners & Youtube.
The problem is that the account has to spent more than 50,000$ in order to advertise to a customer list.

I'm looking for any option to target that list (Buying/Renting a acccount or so)
also, I would like to know what are the risks? do I need to send traffic to another domain?
If GDN is not an option, is there other platforms that could do it?

I need Goolge ads account with expense over 50K$ and willing to pay for it.
