I was curious about how to effectively target expatriates who speak a specific language. For instance, if we're looking to reach Korean expats living in the United Kingdom, what strategies can we employ? Is there a feature on Facebook Ads that allows for such precise targeting?

Just set up a Target audience at geo The UK, language Korean. Our team tried it before, and it worked but soon the audience will run out and Facebook stuck in the learning phase process. We need to look for a new audience or change the product

You can target the UK country and people who use the Korean language.
The advertising feature will advertise to Korean customers who have traveled to the UK within the last month.

There used to be a target interest of "Expats : Country"

It is the language targeting in ad setup, you can see it here

We recommend using accounts in the correct time zone for the country you want to target

So let say , I'm in puket Thailand and I'm targeting Arabs tourist who currently having vacation in puket Thailand, the setting will be

Target puket Thailand and then select Arabic? Is that correct ? But then again lots of tourist guide are able to speak Arabic (not our target ads)

Use Korean content and target the UK. Koreans will be reached and limited to UK natives clicking on the ad to save costs.

You can choose the language in the ad set section. For timezone, it's best to choose the same timezone as the country you want to show ads in.

In addition to creating a geographic and audience outreach campaign, you will also need to create pages and groups. The page and group names should reflect the name of your service combined with the phrase "Koreans living in the UK". For example: "Clothing for Koreans living in the UK", "Profile advice for Koreans living in the UK"; etc.

You can target the language or choose the location of people living in the UK and using Korean

GEOs: USA
Language: Korean.
That might be the only way. You could try to target the interest

For example if you run for Japanese people in UK.

Target UK and Japanese language. It will find for you. The ad content is also in Japanese language

this is easy just text the location as that country but the language as the language of the file you want to target

Please use both English and Korean languages, target the United Kingdom, and especially focus on Korean content to reach the right audience.
