Let say im a pimp in some local destination Phuket Thailand for example and I'm targeting Arabs expat who already here in phuket who might looking for escort girls

So in geo setting I choose Thailand but in language selection I choose Arabic ? Is that correct?

this is a great strategy but audience burn out is a real problem
 
you should use an account in the correct time zone of the country you want to target. you just need to set up your audience as you want and leave the country as UK
 
You can choose the language in the ad set section. For timezone, it's best to choose the same timezone as the country you want to show ads in.
 
You can set up details by location and language, because usually for example Koreans living in the US will still use Korean as their computer language, you can set up your ad in Vietnamese and the location in the US.
