Targeted traffic

I have checked that many IMs are offering such services that "He can drive targeted traffic to your website, blog etc"
These kind of services are observed on Fiverr, etc.
I want to know how they offer such service?
Where from they get these 100s of thousands visitors?
Please explain it in detail in this thread.

I think they use ppc program, doors maybe in couple, also I have try to buy traff from expired domains which adv buy in case owner dont want to prolong it. So, it is different sources, but in all cases adv use keywords or another hook to provide targeted traff.

I think all of them buy traffic on sites that advertise here on BHW such as innoshow, expressvisits and so on and sell it on Fiverr but more expensive
