Target foreign traffic vs english speaking traffic

Hello,

I am going to start building my new money website, the thing is i am not sure which is better, lets say i got a quizz and articles websites about movies and top 10s etc. Or a news website.

Is it better to either:
1. Target my country 3 mil people, not much competition, but because of language i am stuck on target of 3mil unless i make multilingual site which because of the domain name id rather not

2. Target english speaking countries, very high competition in basically every niche that is decently big but i get to target 300x more people.
