Suspended domain name. When will it be available for registration?

There is a domain. The website on it was closed a long time ago. Now I just randomly tried to open the URL and I see a page saying that domain is suspended because WHOIS data is not verified. Domain expiration date is end of this August.

Ignoring the expiration date, does a suspended domain still remain the property of the owner until it expires (and is not renewed)? Or will a suspended domain whose WHOIS is not verified is taken from the owner and put up on sale again on registrars?

I want to acquire this domain. Is there any way to do so without back ordering and hoping that I get it?

Definitely it is not possible to get a domain which is expended. It will be still under the ownership of the actual person who owns it until it gets expired. Usually domain will be suspended because it might not be renewed and once it is renewed it will become active. But you have choice to buy it once if the domain gets expired. You may also try the another chance to get that domain by contacting directly to the owner of that domain and if the owner agrees then you can purchase it directly from him with some formalities to be done.

Some registrars will hold it for a while for a variety of reasons after the renewal date even.

I waited 2 months to get one pretty recently that was a .is extension as the registrar didn't allow anyone to pick it up for 60 days after expiration.

They all have their own quirks about that.
