My guess is that it was an expired domain name that was bought with a pr rank.

you might want to change up the look and then go in and pull some links in before you go out and market a directory site.

No, aged domains with good PR do have value! This domain has been through Google PageRank update an has held its PR.

Well, almost listed in DMOZ. The one listed is http://www.unilivre.org.br
So its almost useful for SEO!
