Sounds like extorsion or an attempt to extorte.
If you plan on reporting to Google, I would point that out, it would increase the chances of getting some human attention and manual intervention.
I doubt you can go after them, who knows in what complacent country they are, but at least frustrate them a little!

So if you have the same problem in the future, don't forget to mention in the e-mail, what you will do if the person ignores your removal request.
Unfortunatly, if lots of websites steal your content and your website drops in rankings, it's sometimes better to rewrite your own articles and wait for their reindexation. It's just less time-consuming.

Duplicate content? Send a polite "please don't do this request." If they ignore it after 7 days, or respond with the middle finger, find their hosting provider, send a DMCA take down to their hosting provider, send DMCA requests to Google, Bing, DuckDuckGo and Yahoo! (the big four), then use the various webmaster tools to submit the offending URLs to the search engines for delisting. I would also suggest you get the list of other hosts running on the same IP as the infringing website and ensure they aren't leeching content on mirror websites.
Want to actively protect your content so they aren't removing just your links through a search & replace or automated means? Two ways to do it: 1. Rather than link directly to your website, use bit.ly or other URL shortening system that has the link instead. 2. Have alternative domains registered that 301 to your main domain, and instead of linking to your main domain in the article, use these alternative domains that will instead redirect. I probably shouldn't mention that this is also good Google Fu.
And if you want to be really blackhat, most spammers are running unsecured versions of WP with gaping security holes that are susceptible to many of the vulnerability probing tools available. Just saying...

Someone once copied an article on one of my sites word for word and published with open comments. I thanked him/her for citing my article (with a link) fully expecting it to be deleted. Instead they replied with something like "No problem, thank you for the input". I guess thinking they were clever or something? Anyway - OP sounds like you've been given the good advice already -don't stress over it.

I'd go down the root of:
1) contact the site owner via their contact page or whois information threatening legal action if the content isn't removed
If that doesn't work, perhaps send a second attempt and then go with option #2 and #3:
2) report them to Google for stolen duplicate content (there is a submission form somewhere for this)
3) contact their hosting company and threaten them with legal action for hosting stolen content
If they are running a specific affiliate program offer you could also complain to the network (if the site is product specific).

It's really bad. I feel sorry for you. Still can get the site up with disavow for the rotten parts, right?
