Yep i am working on the backend right now to start my own.

Right now i am facing the "chicken or the egg" problem.

Does anyody have any experience starting a PPC ad server?

Why would a person join to monetize their site if there are no ads? And why would a person join to display ads if there are no sites to display them.

The first question... i will put a bunch of affiliate ads in and pay a small amount to people for clicks.. thats covered. I am just unsure about the advertisers. Maybe i should make it clear that i am only taking publisher signups for the first month?

niche it down. niche it down. For example, there are completely untapped b2b markets where there are people writing on the topics yet adsense does a terrible job targeting. Good place to look for these are directories of trade journals. Then see who is advertising in those trade journals & contact them - offer on a cpc basis and they'll eat out of your hands. Then or at the same time start contacting the blogs/sites in that area, make some good relationships and find out their ecpm for their ads. You might even find doing a buysellads model is more profitable than by click depending on how clueless the market is.
 
You have multiple options. Some of them:

1. Get XML feeds from networks yourself
2. Get white label ppc engine with advertisers feeds already
3. Get your own list of advertisers
