Not certain which is the best free tool, I use The Best Spinner software. Spinning randomly online for free would most likely fail every time unless used as spam for tier three then nobody actually cares anyway. for tier 1 I urge you to learn how to manually spin content with 3 to 4 variations for each sentence and paragraph then spin further down to words and phrases.

I would go with wordAI. It's not free by any means, but a free spinner wouldn't even be worth your time. You get what you pay for.

You can use WordAi and also Spinnerchief. If you are using it for your PBN's offcource you can use it! But It's not recommended for Money site! Also check the uniquenes of the spinned article before you use! If it's more than 90% the you will be safe
