Use a good hosting provider. Avoid shared hosting. Use a fast template. Check it before you buy it using GT Metrix and G PageSpeed Insights.

If you have WordPress you must use a cache plugin. W3 Total Cache or Fastest Cache are 2 good options. Compress your images.
 
If you´re still looking, I just saw this sales thread in the marketplace here. I haven´t purchased it (yet) but, according to some of the reviews by some members whose comments/answers/advice I respect a lot, it´s a freaking steal at that price point. So, if you´re looking to get really good at improving a site´s page loading speed, perhaps you should consider buying that course.

Joke a sides whatever you are using WP or Joomla or what ever shit you built you website and try services like :
https://gtmetrix.com/https://tools.pingdom.com/see which content is taking time to load and try to fix that , as soon you finish with those try google page speed insight as its the one that really matters to you

It depends from hosting. If you use free one, it can not be fast. From paid hosting you can use hostgator, which is cheap and fast.
