well on thatone there is no ctr, since there is no link in the mail. they wait for idiots who actually reply
offten they also just want to find a handful people stupid enough to open bank accounts for them (belive it or not apparently people do).

The reason why they do it is to filter people out.

It's lazy but only the very gullible will fall for it. They don't want people who sit back and question the whole thing. They're actively filtering out people by being this lazy. The rare gullible gem that falls on their lap will be extremely easy to convert. It saves time.
