Not right. Because links are most important ranking factor. Always keep building links.
 
That's rather irrelevnat. Backlinks can take months to take effect or get noticed even if they are on a shittier side. Then again, there's Google update basically every month these days and there are minor updates that are not even announced. So feel free to build backlinks whenever you want.
 
I can't see the logic behind that statement, so I would say no, it's not correct. And like Nargil said, it can take months for some backlinks to affect your rankings, so the sooner you build them the better :)

Like you send 1000$ for building backlinks and after a couple of days, your site is hit hard by GG core update because of article content. You try to recover but in the end not succeed.

It can happen so some people are afraid to build backlinks at this time.

If you follow a whole lot of 'someones' you'll always be confused. Because someone (income school) also suggests you not to build links at all.

I think it's not at all right, Updates are always usual by big G, but building high quality links is essential for SEO to get better ranking of your site. Also, if your links are solid and trustworthy websites it wouldn't be an issue while updates.
 
I kind of get the principle a lot of people suggest doing as little work as possible during Google updates to make eliminate other factors when an update is happening. An I would probably agree in terms of making large on-page or technical SEO alterations.

However in terms of building backlinks it never quite works that simple anyway as any links built could take months to get found by search engines and as such you would not have direct control of when they will have an impact. You could stop building links during update yet many links be found from work prior to update, then after the update you have a period where not many or no new links are found as you stopped working on building them for that time during update.

It's not like that, when Google updates happen, it's better to focus on getting good links that add value to your content instead of just getting lots of links, so you don't get in trouble with Google's rules.
 
Google can take several weeks to trace the links and it isn't against the guidelines. So, it doesn't matter if you build links in updates or not.
 
Unless the site you are building too has a high likely hood of becoming useless after a single update (heavy spammed site) and you are avoiding potentially spending

money on building to something too shaky, then I dont think their is any good reason to not be building backlinks purely because a update is occuring.
