That's rather irrelevnat. Backlinks can take months to take effect or get noticed even if they are on a shittier side. Then again, there's Google update basically every month these days and there are minor updates that are not even announced. So feel free to build backlinks whenever you want.

I kind of get the principle a lot of people suggest doing as little work as possible during Google updates to make eliminate other factors when an update is happening. An I would probably agree in terms of making large on-page or technical SEO alterations.

However in terms of building backlinks it never quite works that simple anyway as any links built could take months to get found by search engines and as such you would not have direct control of when they will have an impact. You could stop building links during update yet many links be found from work prior to update, then after the update you have a period where not many or no new links are found as you stopped working on building them for that time during update.

Unless the site you are building too has a high likely hood of becoming useless after a single update (heavy spammed site) and you are avoiding potentially spending

money on building to something too shaky, then I dont think their is any good reason to not be building backlinks purely because a update is occuring.
