Lol the idea about changing your pics should work if he's hotlinking. Rather than showing some twisted animal porn or car crash victims just watermark your pics with your URL address and website name.
That way the fool will be providing you with free advertising untill he takes the pics down. Im guessing he probably is leeching so once your done go into your cpanel and password protect your stuff to stop further leeching.
If he's copied the originals then your in trouble and you'll just have to outsmart him using the other techniques mentioned above.

Send a Cease and Desist letter. If that doesn't work, send it to his host. 90% chance that the guy is just that stupid and didn't understand the whole "private label" thing.

edit - feel free expedite Step 2 if you get bullshit attitude back in response to Step 1. The correct response is "oh, sorry, I'll stop stealing your stuff and remove/delete/whatever it." The correct response is NOT "make me, asshole" or anything else along those lines
Im a big fan of Step 3, i get annoyed when I have to spend any of my time combating someone that clearly just stole my content. It happens frequently.
So I usually, take the easy route, who is searches, backlink trails, social profile searches than the 4am phone calls begin!
Filling out DMCA notices is a pain, real or fake C&d's are a pain..I get no satisfaction other than a "desist" Fuck that! at least i get a laugh out of the phone calls and click bombing there adsense and other ppc ads. Thats easy and takes all of 2 minutes...even if it doesnt ever get removed at least they arent earning from it!

I had a guy that copied my stuff word for word, contacted his host filled out a C and D and it was all good.

write a article, and submit it to many article directories , then submit scam report then contact his host and tell the story
