They must've given you a reason for rejecting you?
 
You have to provide the quality that Google wants in order to work with Adsense. If you have a blog with A privacy policy and terms and conditions pages, and 15+ quality posts, and you get search engine traffic then they will most likely accept your application.
 
maybe try alternatives to Adsense? there are also ad marketplaces that pay in btc
