SOMEONE ELSE HAS MY ADSENSE ACCOUNT ??

Maybe maybe.

Your Internet provider hands out dynamic ip address and maybe someone made a account while they had the ip your currently got.

Might be that not sure as they usually take a shot of all computer info to each account not just ip....

Very strange

Google has identified your computer and it ip in relation to another Google account.

Your computer has been used 100% to make a adsence account, if it not a friend or a relative must of been hacked.

Yes my ISP has dynamic IPs. Maybe this is the reason. What to do now?

There is no direct email support contact to the adsense team. How do I even explain this thing to them ??

No one hacked you. The message already told you that "Adsense only allows one account per person." There's a chance that someone has the same name as you are. One of my friends tried registering adsense before, he also got the same answer as you are. What he did is add his middle name when registering to adsense and got approved right away. Alternatively, you can use your relative's name, ask their permission, and use their bank account details to receive the payment from google. Simple as that. Again, no one hacked you and the highest chance why you're getting that answer from google is that someone has the same name as you are, which again, we will be going back to what they said: "Adsense only allows one account per person."

Tried with two names but still both of those times google says I have an account with email "saba" as you can see in the screenshot.
