There were similar projects in the past, providing cheap lighting = enabling children to read/do their homework

Yes, it's very much legit foundation.
The water has a mixture of bleach/chlorine.

Is it the same as i have for my swimmingpool?
So, why doesn't my swimmingpool not light up ?
the bleach is to stop the water going mouldy/green, its like a skylight dont think it actually lights up at night
