Wait.... no offence to anyone, but... are they living in slums?
There were similar projects in the past, providing cheap lighting = enabling children to read/do their homework
Note to Self: Purchase water bottles, bleach, and drill holes in roof to implement power-saving lighting. >___<

Yes, they live in slum areas. However, there's a foundation whom are initiating this project. You might want to support.

the bleach is to stop the water going mouldy/green, its like a skylight dont think it actually lights up at night
The bleach makes it "glow" and brighter, whiter...and keeps it clean
