more than likely you used a phone number which is blacklisted there, try with numbers from different source or buy the PVAsSo i started making a new fb and i phone verify it
after that i got this

My phone verified account got locked too with the same message due to heavy/medium spamming. You may get locked because of Mass sending friend request, or join group requests too.
After few days i tried to login to the same account and i was able to recover the account by answering security question.

There are stores in the US (not sure if that is where you are located) that sell cheap phones for 29.99. I have used those to activate most of my PVAs.

probably, you got overused phone number or IPs blacklisted as stated above. I hope this is allowed, but I can provide you solution to this...
