My phone verified account got locked too with the same message due to heavy/medium spamming. You may get locked because of Mass sending friend request, or join group requests too.

After few days i tried to login to the same account and i was able to recover the account by answering security question.

there are many traces that you might have left, did you clear cache/cookies, ideally try to use a new browser, fresh proxy, fresh phone number

Try creating your accounts on a virtual machine with private proxy + legit number
I use a $20 go phone and just call them to change my number each time

Your number might be blacklisted or they might catch you. Which phone provider are you using to verify facebook?
