It's easy to install SMM panel through PHP method.
You Can search the theme SmartPanel Which you can install easily. There are various youtube videos that can explain you how to install.

You can use plugins like panelhelper for most of the functionality like automatic orders, tracking orders, updating woocommerce etc. But if you want to make look exactly like an smm panel, I would suggest just buying the script, since its also on php and its built exactly for that.

Yes why not it can be built in WordPress id not the same but the mostly close to that with every function
