Being a new account is one thing, there are other factors you could go into but for now, start slow, avoid editing active ads as much as possible, and warm up the BM and or page with actual content and low-friction campaigns. Gotta give it some time and effort so the algo knows to separate you from spam accounts or other low-trust ones.
