how much do u set for your budget? it will be low if the budget is too small. Or, you can try change into a new account if u believe in your content good enough

Slow spending is often related to the account’s trustworthiness, spending history, creative quality, and page trust. Changing pages or campaigns is not enough to “unlock” spending if the account is not trusted enough. You can try keeping the same campaign but gradually increasing the budget every 12–24 hours, combined with maintaining real interactions on the page (likes, real comments, not seeding). Also, make sure not to use questionable content or links – because the AI system can squeeze reach even without reporting an error.
 
Check if your customer reach is low or not! In the ad group section, you can look at the right corner, the reach section is under 5000, your spending will not be fully utilized.
