Simple PHP Script Help, PLEASE

My question is:
what to change and in which file so that writings with accents are correct on this site:
blablameca
i had utf 8 and it was also messy when using accents and all, i changed to: charset=iso-8859-1 , still messy.
Do you think i must reinstall the script for the change to take effect or which file-line to change.

Probably the problem is not on the page but on your web editor
