I think when looking for a certain date that the 2019 update date means it's not new enough, so there won't be a high click with the 2022 article.Have you tried this?
The reason why someone might rank higher when updating the date is most likely that the article will be on homepage again and that means more link juice...

Use a plugin named "Bulk Post Update Date" to bulk update the dates.
