Use a plugin named "Bulk Post Update Date" to bulk update the dates.
 
I use RevivePress plugin, it will automatically republish after x months, it's up to you. Every time I see it republished on home, I'll go in and edit it a bit, like a refresher

The reason why someone might rank higher when updating the date is most likely that the article will be on homepage again and that means more link juice...

I think when looking for a certain date that the 2019 update date means it's not new enough, so there won't be a high click with the 2022 article.

Or is it just another c/p claim from Twitter?

Yes, there is going to be an instant rehash and position placement from Google for a couple of days.

But after that, you go back to where you were.

That's why I'm asking, is this something you've done and had results?
 
I think in order to trigger Google's freshness algorithm you need also add at least couple of paragraphs of text, not just change publish date.
Actually, it isn't required. I have seen a few case studies where just updating the data works.

Could you please share those case studies? Because i'm 100% sure that the only reason for the boost is that the article get more link juice from homepage.

Since these posts are already indexed,how do you submit them again in GSC ?

Basically, ask google to reindex the page since it changed. Google may or may not serve the request. You do this from GSC on the Inspect page tool in Coverage.
