I have 100+ Android phones with Netherlands and Germany SIM cards.

What would you recommend as the most profitable way to use this setup?
 
What comes to mind is either a phone farm or a mobile proxy service. The latter is probably what I would go for because there is (a) good demand for mobile proxies from those countries and (b) there are SaaS services you can use to set up proxies on your phones quite easily. Research the topic here on BHW and you'll find good info. The only additional thing you'd have to do is to create a simple landing page, then start promoting the service.
 
You could also run social media automations on them if you manage to get the right infrastructure in place. Can be very profitable if done right.

I don’t have experience with proxy, but from what I’ve heard, you can earn around $20–30 per month per phone and SIM card.

You can earn a bit more depending on the country, but how is $20/month per phone and sim card ... low? You have 100 available. That's 2k monthly if you underprice them, no?
Also you will be needing a mobile proxy platform, which will add to your expenses (unless you're a coder), but that's pretty nice profit overall

Yeah, but you have to subtract the cost of each SIM card, and also, each SIM card needs its own individual internet connection.


If it were possible to share internet from one or a few routers to all devices, that would be fine — but as far as I know, in this case, each SIM card needs its own separate internet.


That leads to high expenses, which makes it not very profitable when you’re working with a large number of phones.

have you tried switching to esims? Might mitigate the problem
