I think the signature is being displayed everywhere.
There is no review process. Just try sticking to the rules, so you don't get a warning.

Just to add that it's not visible on mobile devices (atleast I don't see any signatures on mine).

Just checked and yes, they do show up. Apparently I never used the forum in landscape view.
