They could be working remotely... I almost never see the people that work for me but they work for me and I consider them "here" when we are working.

question is why you are worried about his team & office? Main Question is will be able to deliver what he claim to deliver? Or if he asking you to pay his office rent or his workers salaries than it's good to see office snapshot or cam in office.
