How do people do outreach for shoutouts on twitter? Via DM or via comments? It seems like many people have their DM closed

If their DMs are closed, chances are it's through chat. Or the shoutouts are rigged for only certain users within their circle to get. Could be all sorts, tbh.

is it worth trying to comment on their tweets to ask for shoutout? How to find those chats?
 
Some buying shoutouts on Fiverr. if you want a specific account to shoutout you you might need to reply to him and hope he will see your reply so he can contact you
 
I've done DM outreach. If it's not open, keep moving.
 
One question: Is it still against Twitter's rules to sell shoutouts, retweets etc?

I know at one point it was against the terms, but this was before Musk took over.
