A 10k account can provide much more if the followers are active and are an engaged, loyal audience. All depends really on the account which is why research is necessary.
That's what I got, 4k visits and about $800 in sales.
400$ for one shoutout? I can’t believe that. I would say max 50$ for one shoutout.
Yep but on account with 2M followers and I get 4k visits to my store from that shoutout and $800 in sales. Just think how much you would pay in Google Adwords or on Facebook ads to get 4k click to your website.

No. It was only a t-shirt designed in style (niche) of followers of that account.
