I thought that I would give shoutcart a try to see if I could get new followers, etc...
Tried a couple of campaigns and what a waste of time and money!
Are their influencer accounts all fake?
An example: Bought a 2 hour shoutout with an account that has 528K followers, posted my video and text, got 5.9K views, 250 likes, 3 comments and an engagement rate of 0.05%.
My account has only 4K followers but each time I post something I get around 600 likes and around 80 comments, engagement rate around 16%.
Anyone used this service?
I topped my Shoutcart account with $100 and feel that I have been conned!
Can I ask Paypal to issue me a refund?
Please advise me someone, thanks.

I think you should have read you in better. It is also niche dependent. If the other account is a completely different niche than yourself, it is logical that the engagement is not good. It will be unfair to the selling party to file a dispute because he has delivered what you asked him to do.

I think they're genuine. I and most others use it to find influencers and connect with them directly. Most of the times they offer a better rate when contacted directly.

You must check for the engagement rates and most importantly look at the comments for the past 15-20 posts. You'll easily be able to differentiate between fake and genuine comments. Also, it is important to ask them for the best time to post.

If everything looks good, it all depends on your content.

Shoutcart is the best platform.
The problem is that most of advertisers don't do any research before starting any campaign; Quick Shopify setup with nulled theme, quick import of some products from Aliexpress via Oberlo, stealing the ad media and ad copy from competitors, and waiting from the influencers to do the job that they shouldn't.
Influencers won't sell your products.
You are those who have to do the job; make a reliable and trustable store, make genius product description, optimise it, and I am sure you will get at least enough sales to cover the costs of the ad.

Note that shoutcart charges 30% of their rates therefore the influencers set their prices higher.
You should also take a look on their pages before contacting them - sometimes you can see that they only use engagement groups or spam comments to push their score.
I think Shoutcart is okay to get an overview and it’s easier to handle but it’s cheaper to contact them directly and you can also ask for their demographics then
