Dedicated VPNs cost 3-4 times what dedicated private proxies cost. Private proxies will be cheaper and can be utilized better with SEO tools. But it depends on the task, e.g. for scraping you can use Google passed public proxies, which can be scraped for free. You don't need the level of anonymity, which is provided by VPNs for SEO tasks, you don't need to hide your traffic from your ISP, but you need the flexibility of proxies, so you can rotate them easily in tools.
You will have bunch of IPs to choose from but they are permanent and shared. If you want to know how vpn works download some free vpn app for your smartphone only for testing.
