Not really, most paid VPNs provide shared ips, which are already abused by others. Shared means shared between a lot of people, not just 2-3 like shared proxies. Dedicated VPNs cost 3-4 times what dedicated private proxies cost. Private proxies will be cheaper and can be utilized better with SEO tools. But it depends on the task, e.g. for scraping you can use Google passed public proxies, which can be scraped for free. All in all proxies - free or paid - is the better choice for SEO related tasks.

You don't need the level of anonymity, which is provided by VPNs for SEO tasks, you don't need to hide your traffic from your ISP, but you need the flexibility of proxies, so you can rotate them easily in tools.

You will have bunch of IPs to choose from but they are permanent and shared. If you want to know how vpn works download some free vpn app for your smartphone only for testing. Than you will decide which vpn service you want to buy.

as i know, the rank u check with vpn is different when u use local ip. please corect this if im wrong.

Yes, but use residential VPN for seo because commercial VPN's - google will know you're connect from an datacenter's IP. Trust me, google: residential vpn - and you'll thank me later when you start seeing better results. Cost is a little more but worth it.
