Should I fire my SEO guy?

Here is how i would put it.
Stop worrying about what he is doing. Stop worrying about his strategies, how many links he's building, stop worrying about the SEO world all together.
You want something. Probably good SERPs. You want to get this somehow. You can either do the SEO work yourself, or you can spend your money to try to buy it. Regardless, you are making an investment and you are expecting returns for it.
The only question you should ask yourself is if you have seen the returns. Have you?
You have to understand that he isn't unique, and there are many other people standing in the sidelines who may want your business. You put your money into this guy, you waited a reasonable amount of time (did you?) after which you should expect some returns, you haven't seen them. So it's a poor investment.
It's none of your business why there have been no returns. It's his business. He should be worrying about it. Your job is to worry about the returns on your investment. That's it.

Sounds like he is taking your money, and doing no work.
Even a monkey and a keyboard could at least see some changes in the SERPS.
Fire him and spend the $200 a month budget on the BST thread here and use some of it on FIVERR.
That will be a lot more effective.
FYI it has been years since a person could just do only 250 directory submissions and expect to rank well.
So you need a SEO plan with say twitter, facebook, social signals (mentions and retweets etc) and of course bookmarks and directory submissions ..not just one link type.

I'd probably get rid of him. Communication is a huge factor in this industry, even though it obviously doesn't directly affect SERP movement lol. But if you both aren't on the same page about things and everything's not transparent to the core, you're using the wrong service provider.

For crying out loud, will you stop saying white hat seo, whitehat seo is when you have a sit filled with unique content and let other people link back to it without you lifting a single finger.
That's what whitehatseo is. The mins you lift a finger intentionally building a link, manual or automation. Your in the borderline of grey n black.

Judging by his reports, he's not doing anything white hat. It's all the material that is available in BST - articles, spun and worse than anything, social bookmarks, directories. That's all blackhat. But that's not the debate here whether what is white hat and what is not.
He was fired a little while ago, not going back to him. BST here is working wonders for me even though I have to do my own research and spend time on it. Hopefully one day I will find someone who can diversify things for me. I'm thinking to give BigBuddy the job since he has the subscription. I'm trying his service now and will decide on subscription later.

You seem to be at par with your SEO guy in terms of SEO knowledge. I think its a good idea to fire him now and look for a better one.
You may want to increase your budget because white hat SEO isn't cheap as far as almost everyone here know.

As usual here, everyone is focusing too much on links.
The fact of the matter here is that if you aren't in top 400 for any keyword that you have any business being in, there is something fundamentally wrong with your on-page SEO approach and G isn't ranking your site as very relevant. What I mean is: In very little time, I could rank top 100 for just about any keyword on earth without any links whatsoever - just by having a relevant site. Even in very competitive niches, once you get past page 8 or 10 you start returning pages that aren't really relevant to the query at all.
It's best to assemble your hang-glider before you go jumping off the cliff. If G thinks your site is about knives and guns, it will never rank well for toys and candy, even with a billion backlinks.

I dont like to denigrate other SEO guys, we all know theres good bad and indifferent, but if he can' nudge a keyword into the top 400 with a $200 budget, he is definitely not the man for you..
Rather than fire him and maybe cause trouble. I think it probably better to tel him you need to rethink your strategy. and will stop the SEO for a while, Thank him for his work, and say you will be in touch.
You.ve been a member here a good while. So look at the quality services, and in the meantime invest $50 on fiverr. theres plenty of threads here recommending good fiverr serivces., Unless you have monster competition, you should see some serp -mprovement

In white hat seo, all submissions approve take more time because many are depend upon admin , if your SEO guy done 250 submissions in 30 days that?s really low if he done 750 submissions in 30 days then 500 submission approved that condition he is good, I will suggest first you talk with guys and set target if he is agree so it?s ok otherwise Fire.

Dude you have to remember that Manual link building is tough and it takes time and money. So if you think its too much then you can discuss the matter with him. Firing him is not a good idea and also is not a solution.
I dont know what kind of services you need even you don't know yourself. what is white hat? the answer is you actually dont know. go to web, google for Search Engine Optimization increase your own knowledge, then go for hiring someone competent, conduct the interview, ask some basic questions from the candidates then with your own knowledge you can have a better idea what to select and what to leave. hope you would not mind it.....
