Just get rid of them with guy as i think your site must be get effected. If that guy is usinh white hat SEO then no doubt your site ranking will get high but so many days passed and keywords are not ranked so you should get rid of him and asked him for all reports and submission which he had done. Hire another SEO expert and make sure with all terms and conditions ie metra tags, content, alttags, article submission, directory submission and blog commenting etc Dont do mistake again as you had done earlear. Wish your site get ranked higher in search engine quickly.

better get some seo packages from 2-3 experts on BST, You will get better SERP

You are wasting your valuable time. Seo is slow but not this slow at least one or two keywords should be in the first page.
Iam getting ranking for all the keywords . Just fire him and start hire a new guy who is really optimistic and smarter.

I mean being a client provider, seeing a rank change in the first month of service isn't always guaranteed, especially using white hat techniques. I mean if you throw a shit ton of links at it, it might move, but doing that white hat doesn't happen in 30 days for $200 dollars. Especially if hes doing a ramp up process, but either way the links hes providing is sh1t for the price. For $200 a month there isn't a ton he can do without outsourcing all of his profit etc.
