so when i got penalized, i went back and removed as much junk as possible.

What i would do in your position right now is, carefully go through your backlinks every few days, continue to disvow the spammy ones, like forum profiles.
There is nothing agaisnt the rules of maintaing your site.
Disvow tool is there to "get rid of anything, you don't want there, that you can't manually reach out to remove" afterall.
