Should I buy Backlinks?

Buy links from those who manually build them. I don't understand your question fully.. does that mean BHW sellers don't make them manually?

I think he means there is a lot of false advertising regarding "high quality" and "manual" link building. In my own experience I must admit he is correct. Using common sense it's easy to spot.

Would you guys buy outreach services that drive traffic to your site for ranking and not necessarily for the traffic? or is that a waste

Building manually is a good idea if you know all things to build sites without footprints. Also if you are ready to spend more money to build PBN sites, yes you can build links manually. Otherwise, you can go for marketplace service.
 
Building manually with good content seems great,and you can try marketplace service make sure it should be a quality content.

Buying backlinks that you cannot get yourself would be a good way to speed up the linkbuilding process.
 
Yes. Provided they are quality backlinks. Make sure to review first, we have reputable sellers out here. But if you have enough time and resources, then you can do it by yourself manually.
 
There are many service selling manual backlink creation which can take sooo much time and i'm glad there are people out there doing this for you
 
It depends on the quality of backlinks that you buy.
 
Also, do know that BAD backlinks can do you more harm than good so be careful :)

No, I Don't think it will be good for you website, generally paid backlink may be very low in quality here is google guideline about backlink quality you should check out Google's "Link schemes"
 
So, should your business buy backlinks? If you want a risk free approach to SEO then, no, you shouldn't buy them. For most businesses, especially small or local ones, the temporary gains aren't worth the risk, even if you perceive it to be a low one.

Well, for starters it is difficult to build quality backlinks for your website but one should not buy backlinks. Should learn how to gain backlinks.

1- Spam Score (less than 40)
2- Domain Authority (More than 30)
