Should @Cloutsy Stay Banned?

Hello, as most of you know @Cloutsy was banned around a week ago for failing to deliver on his end. I saw a lot of mixed opinions on the original thread. I don't think he should have been permanently banned since he was a high-quality user driving traffic to blackhatworld and the amount was only $20.

I'm not challenging the staff's choice for banning him just curious about what everyone's take is.

The take is he should stay banned.
