Shopify giving free money?

As you can see, Shopify is planning on giving 200$ loans to every new user. If I understood correctly, they are not expecting it back.
What is your opinion on this?

Much like Google AdWords vouchers, its an investment into business growth on the platform. For every few thousand they burn on duds, they'll likely make it back in spades on a single successful shop. Smart move in my opinion, lowers the barrier of entry for a lot of people that may have the talent but not the means to front the initial risk.

Smart policy! The strategy...at the end they'll have nothing to lose.
